Hans BRACQUENÉ

Hans BRACQUENÉ has a degree in Law and in Economics. Since 2011 he has been a Chairman of SME4SPACE and CEO of VRI (grouping of the Flemish Space Companies) from 1995 to 2019. He is a member of the ESA Procurement Review Board. Lecturing at the KUL (Katholieke Universiteit Leuven) on the private law aspects of the exploitation of outer space, he has published several scientific articles on IPR. HB has a wide experience in the panels set up by the Commission for the preparation of the Rules of Participation of the Framework Programme; he is an expert of the new General Conditions applicable to ESA R&D contracts; he has been Counsel to the Belgian regional Ministers responsible for the Innovation Policy; he participated as expert to several seminars organised by (i.e.) the European Parliament and the European Commission, the Eureka Secretariat, ESA and the Centre for Intellectual Property Rights of the University of Leuven, the Dutch Government and the Government of Israel.
As an independent counsel HB is assisting different companies and research institutes participating in aerospace projects. He has in this capacity negotiated and drafted several agreements between different participants in aerospace projects. IPR issues are thereby his special expertise. As part of these services are regulatory issues for satellite communication (e.g. ITU, national licensing policies, standardisation) and the negotiation with ESA representatives.
